{"id":35867,"date":"2017-04-24T00:00:00","date_gmt":"2017-04-23T22:00:00","guid":{"rendered":"https:\/\/aebanca.es\/actualidad\/te-interesa\/aeb-informa\/a-fundamental-peace-process-in-colombia\/"},"modified":"2026-04-09T09:46:32","modified_gmt":"2026-04-09T07:46:32","slug":"a-fundamental-peace-process-in-colombia","status":"publish","type":"blog-aeb","link":"https:\/\/aebanca.es\/en\/actualidad\/te-interesa\/aeb-informa\/a-fundamental-peace-process-in-colombia\/","title":{"rendered":"A fundamental peace process in Colombia"},"content":{"rendered":"<p>On December 1, 2016, the Colombian Congress ratified the peace agreement with the FARC, Latin America\u2019s longest-standing guerrilla group, after four years of formal negotiations, bringing to an end more than 50 years of conflict in the country. The first step of that agreement was that, in the 180 days following ratification, the guerrillas would regroup in a set of camps to formalise the handover of weapons to the United Nations. So far, the commitment to hand over all weapons before June 1, 2017 remains in force, which is a sign of optimism and hope.  <\/p>\n<p>It is no small thing to take comfort in some positive signs because the process, despite moving in the right direction, is full of challenges. Perhaps the most important is the fact that since 1990, according to United Nations databases, nearly 700 peace processes have been signed worldwide, of which 50% have failed one year after the agreement. <\/p>\n<p>There are essentially three reasons for this disappointing outcome. The most important argument is that violence increases significantly after the agreements; the second is due to excessive expectations or the process gradually becoming irrelevant; and the third is that illegality and informality tend to grow, with economic interests linked to the continuation of the conflict. There are also other risk factors, such as the existence of hostile neighbours, the presence of other guerrilla groups, or a lack of conviction among the different actors.  <\/p>\n<p>To address these challenges, the Colombian Government, together with the High Commissioner for Peace and the Army, are working to mitigate the impact of any of these arguments. The most tangible is the determination to reduce levels of violence which, although it remains high compared with the main countries in the region, has fallen by more than 25 basis points since the beginning of 2000. Likewise, for this process to be relevant and felt at all levels of the Colombian population, the Government has designed a programme that, beyond the handover of weapons and the ceasefire, aims to have a very significant social impact through different integration programmes and the recovery of vacated areas. In this way, it also seeks to mitigate the potential impact caused during the pre-election campaign in the coming quarters. Finally, to reduce the risk of economic interests that tend to arise around illegality, the Government has designed a package of incentives that voluntarily promotes a reduction in the area under coca
